$170 Million Investment Bring Jobs and Economic Opportunity to Newberry

COLUMBIA, S.C. - October 7, 2008 - The South Carolina Department of Commerce, Newberry County, and the Central S.C. Alliance today announced that Rollcast Energy Inc. will establish Loblolly Green Power LLC, a new biomass facility in Newberry County, and Santee Cooper will purchase the 50 megawatts of renewable power that this new facility produces as a significant enhancement to the utility’s existing renewable energy programs.

Loblolly Green Power will be the first such facility in South Carolina generating commercially available renewable power. The $170 million investment is expected to generate 27 new permanent jobs and be operational by late 2011. “Rollcast is pleased to announce the location of Loblolly in Newberry County. Our goal is to produce sustainable, green power for South Carolina using the local resource of woody biomass. This area of the state offers very skilled forestry management, forestry operations and recycling companies and we are excited to play a role in the sustainable growth of these industries. We appreciate all the support we’ve received from state and local economic development officials, the State Forestry Commission and Santee Cooper,” said Penn Cox, President of Rollcast Energy.

Rollcast will build and operate a facility in Newberry County to produce electricity from biomass, a clean, renewable resource when used for energy production. Biomass is the oldest form of renewable energy and provides a cost-competitive alternative to fossil fuel-fired plants. Other benefits include: reduced emissions, increased energy security and reduced waste as biomass currently buried in landfills can be recycled to generate electricity.

“Rollcast Energy is a leader in the clean-technology energy industry, with an expertise in developing biomass-fueled power plants. Reliable energy is a critical component of our state’s future development and economic growth. This partnership between Rollcast Energy and Santee Cooper will further the state’s role in renewable energy generation while helping us meet energy demands locally. Thanks to the team effort of state and local officials, Newberry County and South Carolina will benefit from this investment now and in the future,” said Joe Taylor, Secretary of Commerce.

The Newberry plant, Loblolly Green Power, will generate biomass from area logging residues and urban wood debris.

“Santee Cooper has been South Carolina’s leader in renewable power generation since 2001, when we first started generating electricity from renewable landfill gas,” said Lonnie Carter, president and chief executive officer of the state-owned utility. “We are pleased to be working with Rollcast, a leader in the biomass field. This venture lets us significantly grow our renewable portfolio, helping us move towards our 2020 goal of generating 40 percent of our energy through non-greenhouse gas emitting resources, renewables, conservation and energy efficiency. And it continues our tradition of meeting the state’s energy needs in an environmentally responsible way.”

Since the fuel for biomass plants is produced locally, states using biomass can create more jobs in the community compared with a typical fossil fuel plant. The Newberry facility is expected to require 27 new permanent jobs with up to an estimated additional 200 jobs that could be generated as a result of contractor services and construction. Construction is scheduled to begin in June 2009 and the plant is scheduled for energy production by 2011.

“Newberry County’s investments in economic development continue to return benefits to our citizens,” commented County Council Chairman Henry Summer. “Today’s announcement will bring a substantial capital investment and good paying jobs to the community. We welcome Loblolly Green Power to Newberry County and look forward to supporting their success.”

Central S.C. Alliance Chairman Jim Apple stated, “What a significant day for Newberry County and the Central SC Region as we welcome this major announcement by Rollcast Energy and Santee Cooper. The Alliance is pleased that Newberry County had the perfect industrial site to meet the needs of one of nation’s leading renewable energy companies. Today’s announcement is a solid indicator that the Central SC region is a premier location when it comes to attracting next energy related companies. We certainly appreciate the continued support of South Carolina Department of Commerce Secretary Joe Taylor and staff for their efforts in assisting our team.”

Once operations begin, the biomass plant will produce approximately 50 megawatts, enough to supply power to 25,000 homes.

Rollcast Energy, based in Charlotte, N.C., develops, owns and operates renewable energy power plants that use wood or biomass for fuel. The company provides customers with low-cost, environmentally benign electricity that helps reduce the nation’s dependence on imported energy and provides sustainable jobs in local communities. For more information, please visit www.rollcastenergy.com.

Santee Cooper is South Carolina’s state-owned electric and water utility and the state’s largest power producer, supplying electricity to more than 163,000 retail customers in Berkeley, Georgetown and Horry counties, as well as 29 large industrial facilities, the cities of Bamberg and Georgetown, and the Charleston Air Force Base. Santee Cooper also generates the power distributed by the state’s 20 electric cooperatives to more than 700,000 customers in all 46 counties. Approximately 2 million South Carolinians receive their power directly or indirectly from Santee Cooper. The utility also provides water to 137,000 customers in Berkeley and Dorchester counties, and the town of Santee.

Heard County, GA - Rollcast Energy, Inc. has chosen a site in Heard County, near Franklin, GA as the location for the company’s new biomass plant. The plant, named Greenway Renewable Power, is expected to be completed in 2010 and to employ as many as 25 people. It will produce approximately 50 megawatts, enough renewable energy to supply approximately 13,000 homes. It will sell this output to Georgia Power under a long-term contract.

Biomass, which includes plant matter such as trees, grasses, crops and waste wood, is the oldest form of renewable energy. Benefits of biomass plants compared to coal and other fossil fuel plants include reduced waste and reduced emissions. Biomass plants provide jobs and additional tax revenues for local economies.

“We’re excited about this project for Heard County,” says Julie Pope, president and executive director of the Heard County Chamber of Commerce & Development Authority. “It will be a $150 million investment in our tax base and bring more than 20 full-time permanent jobs. We also like the renewable and recycling aspects of the plant. It will give clean, reliable power for thousands of households with 100% waste wood, much of which would otherwise be buried.”

As the U.S. looks for alternative sources of energy, biomass offers a promising alternative. It converts an existing waste stream into useful energy and is endlessly renewable. It’s also more reliable and predictable than many other renewable energy sources.

“Biomass produces far fewer emissions than fossil fuels,” says Rollcast Energy CEO Penn Cox. “It recycles carbon that already exists, so the process doesn’t add new carbon to the atmosphere. And the source of all the fuel is from within 100 miles of the site, so it has a greater economic impact on the region than coal or natural gas.”

Biomass currently provides about 13% of the world’s primary energy supply. Developing countries rely on biomass as a primary source of fuel, but it is underutilized in developed countries. New biomass plants in the United States can help the nation reduce its dependence on foreign oil and other energy imports.

Headquartered in Charlotte, NC, Rollcast Energy, Inc. develops, owns and operates clean renewable power plants that use wood, or “Biomass” for fuel. Rollcast’s mission to provide customers with low cost, environmentally benign electricity that reduces our dependence on imported energy and provides sustainable jobs in local communities. This mission is accomplished through Rollcast’s team of experts in independent power, its relationships with customers and its current pipeline of projects in development.

CHARLOTTE, NC - June 15, 2006 - Riverstone Holdings LLC (”Riverstone”), The Carlyle Group and Rollcast Energy Inc. (”Rollcast”) announced today that Coastal Carolina Clean Power (CCCP), an affiliate of Carlyle/Riverstone Renewable Energy Infrastructure Fund I, has completed the acquisition of a biomass-fired cogeneration facility in Kenansville, N.C., from United Cogen Fuels LLC. Rollcast will manage the facility under a long term management contract on behalf of CCCP.

The facility was originally coal-fired and has been converted to burn wood waste that otherwise would end up in landfills. CCCP expects to produce more than 200,000 megawatt hours per year of base load renewable power - enough energy on average to supply electricity to more than 16,000 North Carolina homes. By utilizing wood as its fuel source, the facility produces less sulfur dioxide, carbon dioxide and nitrogen oxides than a typical coal fired facility. In addition, the use of wood for fuel will support job creation in the North Carolina forest products industry. The facility provides electricity under a long term contract to Progress Energy and steam to an adjacent Guilford Mills carpet plant.

“Working with Riverstone to acquire this facility will benefit the citizens of North Carolina,” said Penn Cox, president of Rollcast. “The facility will continue to provide significant economic benefits to the local community.”

“We are very excited to partner with Rollcast. This project will generate low cost power and steam for local use and demonstrates that renewable energy can and will have a growing impact on the energy mix in the U.S. and around the world.” Stephen Schaefer, Riverstone managing director said.

FOR IMMEDIATE RELEASE
October 3, 2005

CHARLOTTE, NC — Rollcast Energy, Inc. (Rollcast) and Power Plant Professionals, LLC (P3) today announced a strategic alliance that streamlines the acquisition and operation of Rollcast energy facilities. P3 will provide three services to Rollcast:

– Due diligence evaluations, including technical assessments, for potential power plant acquisitions;
— Operation and maintenance of facilities Rollcast acquires;
— Financial projections that include engineering estimates, operation and maintenance budgeting and forecasts of capital expense as required by Rollcast.

The market for independent power generation assets market has recently undergone a shift, according to the Rollcast viewpoint. It is now dominated by financial investors while most utilities are focusing on their core businesses. Competition among large equity funds has bid down returns on these assets, particularly for large assets or portfolios. Successful energy companies in the future must be nimble and have a deep understanding of the assets and opportunities to increase value.

“The easy deals have all been done, but there is still value out there.” Says Penn Cox, president of Rollcast Energy, “The Rollcast people have experienced these cycles in the industry before. Working with a company like P3, who knows how to create value through O&M, gives Rollcast an advantage over purely financial players and allows it to target facilities that provide higher risk-adjusted returns than are available in asset auctions.”

“The Rollcast team knows how to close deals successfully and we are proud to be a part of a team building a energy generation portfolio adapted to today’s marketplace. The P3 team will provide Rollcast with the evaluative and operational skills that enhance its competitive advantage.” P3 president Ted Rosiak says.

Cox says, “Rollcast is building a strategic portfolio of power generating assets for tomorrow’s marketplace. It is critical that we obtain dependable evaluations of the assets we may purchase and that the assets are properly and safely operated and maintained. We know well the quality of P3’s people and services and know that their experience in O&M is unsurpassed.”
