Rufus Kellam, Vice President of ConstructionMr. Kellam has more than 39 years of experience in the utility industry with expertise in generation plant construction and operation and transmission system construction and operations. Most recently, Mr. Kellam was Vice President of Construction Management at Topaz Power Group where he brought two repowering projects to successful completion. His most recent prior assignment was project manager/program manager in the rebuilding of infrastructure in Iraq. Additional prior assignments include plant manager of the Arlington Valley Energy Facility; director of the Arlington Valley Project, director of the Maine Independence Project, project manager for the implementation of the California Independent System Operator (ISO), and manager of operations for the Argentina National Transmission System (Transener). Mr. Kellam has been involved in the energy privatization activities in Argentina, Australia, Brazil, Chile, Ecuador, Indonesia, and Peru. He served as a member of the Duke Engineering & Services (DE&S) Team that performed extensive due diligence evaluations of transmission and generation facilities for possible acquisition by Duke Energy Corp. He also evaluated the opportunities associated with the privatization of distribution and generation in the state of Victoria, Australia. Mr. Kellam worked with the Japanese and Indonesian partners to assess and economically resolve power supply, system operation, and voltage sag problems in an area in Central Java identified for industrial growth by the provincial and federal governments. As a representative for project owners, he worked with their engineering company to determine the most cost-effective alternatives to mitigate right-of-way and construction risk for a large greenfield coal-fired project to be built in Indonesia. He also led technical due diligence on the transmission line and substation segment of the project. Mr. Kellam negotiated the technical details of the Nueva Renca generation project in Santiago, Chile, a $230 million 370-MW, gas-fired combined-cycle project. Mr. Kellam has served as Chief Transmission Coordinator for Duke Power. He was responsible for all activities involving bulk power transmission and energy movement of the 18,000-MW Duke Power System. Mr. Kellam earned a Bachelor of Arts in Interdisciplinary Studies at the University of South Carolina, and went on to receive his MBA. He also has an Associate of Applied Science in Electronic Engineering. |
